A California P&C broker-agent license is a statewide credential. The California Department of Insurance (CDI) issues one license — not a county-by-county permit — and that license authorizes the holder to transact business with any customer in California. California Insurance Code, Title 5 (§§1621–1758.9) governs agents and brokers and contains no geographic restriction on which customers within the state a licensed broker may serve.
