If you have been declined by multiple carriers in the open market, California has a program designed specifically for that situation: the California Automobile Assigned Risk Plan, known as CAARP (also written as CAARP). It is the state's insurance safety net for drivers who cannot obtain coverage through standard or non-standard carriers.

Through CAARP, you are assigned to a participating insurer who is required by the state to cover you. The coverage is real and meets California's minimum requirements.
