When an admitted company will not write the house, the FAIR Plan stays the lawful last-resort market and a DIC policy still covers the gaps. On September 30, 2025 Marin County had 4,361 FAIR Plan policies in force. That county number mixes residential, commercial, and business-owner policies. It is not a residential-only count. The residential ZIP file, a separate report, shows 840 in 94941 (Mill Valley), 444 in 94965 (Sausalito, which also takes in Muir Beach), 305 in 94937 (Inverness), 281 in 94930 (Fairfax), and 265 in 94901 (San Rafael). People on the hills above San Rafael, Fairfax, Mill Valley, and Novato should check their own parcel on the CAL FIRE Fire Hazard Severity Zone map.
