Yes — in California you can insure your car without a driver's license: the policy is bought in the owner's name using an ITIN, matrícula consular, passport or foreign license, and a licensed driver is listed as the primary driver (or you request a comprehensive-only policy if the car is parked). What does not change: driving without a license is still an infraction or misdemeanor (CVC §12500(a)) and the registered car must carry financial responsibility (CVC §16020). Below: what each document does, the observed 2026 cost range, whether you can carry full coverage, and how it is done by phone at 209-670-1556 from any city in California.

Yes. An auto policy is bought in the name of the car's owner, and ownership does not require a driver's license — it requires identification (ITIN, matrícula consular, passport or a foreign license) and the vehicle registration. What the carrier must know is who will drive. That is why a no-license policy is built one of two ways:
What does not change: driving without a license remains an infraction or misdemeanor under California Vehicle Code §12500(a), and every registered vehicle must carry financial responsibility under CVC §16020. Insurance protects the car and the people around it; it does not replace the license. Whether you are in Los Angeles County, the Central Valley or the Bay Area, the whole process runs by phone and WhatsApp at 209-670-1556 — we serve all of California remotely from our Stockton, San Jose and San Rafael offices.

Call 209-670-1556 WhatsAppThe useful question is not "which company accepts me?" but "which document do I have, and what does it do?" This is the matrix we use at the desk:
| Document | What it is | What it DOES for insurance | What it does NOT do |
|---|---|---|---|
| ITIN | Individual Taxpayer Identification Number — the IRS number you file taxes with (starts with 9). | Replaces the Social Security number as the identifier on the application. Works for buying the policy, for full coverage and for SR-22 with carriers that accept it. | Not a driver's license. Does not give permission to drive. By itself it does not raise or lower your rate (Ins. Code §1861.02). |
| Matrícula consular | Photo ID issued by a consulate (Mexico and others) to its citizens living in the US. | Serves as photo identification to buy the policy in your name and to register the car as owner. | Not a driver's license. Does not prove driving experience. Must be current. |
| Passport | Current passport from any country. | Serves as photo identification for the policy, same as the matrícula. | Not a license. An expired passport is usually not accepted. |
| Foreign driver's license | Current license from Mexico or another country. | Serves as ID and as proof of experience; several carriers list you as a driver with it and some count those years. | Not a California license. Does not guarantee the Good Driver Discount (the rule requires 3 years licensed — Ins. Code §1861.025) and each carrier decides how it counts the years. |
| AB 60 license (CVC §12801.9) | California license the DMV issues to anyone who proves identity and California residency and passes the knowledge and driving tests, regardless of federal status. | For insurance it works like any California license: no carrier may refuse you or charge you more because your license is an AB 60 license (CVC §12801.9; CDI Notice AB60), more carriers open up, and you are eligible for the California Low Cost Auto program (CDI Notice AB60). | By itself it does not raise the rate. The Good Driver Discount arrives once you reach 3 years licensed. |
| No license (no driving document at all) | You own the car but hold no license from any country. | You can buy the policy as owner and list a licensed driver as the primary driver, or ask for a comprehensive-only policy on a parked car. | Does not give permission to drive. Driving without a license is an infraction or misdemeanor (CVC §12500(a)). Never ask to be listed as a driver if you hold no license. |
One definition worth keeping straight: an ITIN (Individual Taxpayer Identification Number — the number you file taxes with) is issued by the IRS to people who are not eligible for a Social Security number but have a US tax obligation. It starts with 9, does not authorize work and is not an immigration document — it is an identifier. For insurance it does the same job the SSN does: identify you on the application. Full detail in our ITIN car insurance guide for California and the ITIN documents checklist.
In practice the barrier is not the law — it is finding an office that knows how to build the policy. Many agents end the call at "I don't have a license" because their quoting system demands a California license number in the first field. We work with California carriers that accept alternative identification, and we build these policies daily: in 2026 we are binding roughly 160–200 policies a month across Stockton, San Jose and San Rafael, and we issued 2,080 new policies in 2025 — a substantial share with an ITIN, a matrícula or a foreign license. Step by step:
On fees: our Stockton and San Jose offices charge no broker fees on standard policies. On language: we explain the policy in Spanish or English, and the contract itself arrives in English — we walk you through what each signature means before you sign.
"The most expensive mistake we see is waiting to get a license before insuring the car. The registered car needs insurance today (CVC §16020); the license comes later, and when it arrives, the policy is updated."
— Via Rapida Services, bilingual agency, CA License #6003045Yes, with several carriers — as long as a licensed driver is listed as the primary driver. "Full coverage" is liability plus collision and comprehensive, i.e., the policy that also pays for your own car. If the car is financed, the lender requires it regardless of who drives. If nobody licensed will drive the car, the option is a comprehensive-only (parked-car) policy. The four options compared:
| Policy type | What it pays | Works without a license? | When it fits |
|---|---|---|---|
| Liability only (30/60/15) | Injuries and damage you cause to others. Does not pay for your car. | Yes — with a licensed driver listed as primary driver. | Paid-off car, low value, tight budget. |
| Full coverage (liability + collision + comprehensive) | The above plus your own car: crash, theft, fire, vandalism, hail. | Yes — with a licensed listed driver; several carriers write it with an ITIN or matrícula. | Financed car (the lender requires it), work truck, newer car. |
| Comprehensive-only (parked car) | Theft, fire, vandalism, weather. No collision, no driving. | Yes — the option when nobody licensed will drive the car. | Car parked while you get an AB 60 license or wait for the driver. |
| SR-22 (not a policy — a filing) | Certifies to the DMV that you hold active liability coverage. | Yes — an SR-22 does not require a license; a non-owner SR-22 also exists. | When the DMV requires it to reinstate your license. |
The comparison that decides it: liability pays for the other person's car; full coverage also pays for yours. On a work truck or a car with a loan, full coverage is usually the only realistic option. On a paid-off car of low value, the monthly difference may not be worth what the car is worth. We show both numbers and you decide.
The honest answer: your rate is set by driving record, annual miles, years of experience, the vehicle, the ZIP and the coverage you choose — not by whether you hold a California license (Ins. Code §1861.02). What does change without a US license is (a) how many carriers will quote you and (b) that with no US driving history you do not yet qualify for the Good Driver Discount, which requires 3 years licensed. These are the only numbers we publish, dated and sourced:
| Item | Observed range 2026 | Source |
|---|---|---|
| Premium per 6-month term (all profiles, with and without a US license) | Average $766 · median $558 per 6-month term | Via Rapida — 7,116 quoted terms in the last 12 months (as of September 2026), across our three California offices |
| Year-over-year change in our book's rates | −8.8% | Via Rapida, 2026 |
| California minimum liability limits | 30/60/15: $30,000 per injured person · $60,000 per accident · $15,000 property damage | CVC §16056, as amended by SB 1107 (eff. 1/1/2025) |
| California Low Cost Auto program (CLCA, household income up to 250% of the federal poverty level) | Limits 10/20/3 · household income up to 250% of the federal poverty level — see mylowcostauto.com for the current table | CDI / mylowcostauto.com, 2026 — open to AB 60 licensees |
| Fine for driving without a license, first offense | $300 – $1,000 reported, plus court costs and possible impound | public legal sources; CVC §12500(a) defines the offense |
| What actually moves your number | Driving record, annual miles, years of experience, vehicle, ZIP and coverage level — not the type of ID | Ins. Code §1861.02 · §1861.025 |
A note on "cheap no-license insurance": a low price exists when the profile is clean and the car is simple, not because of the type of ID. Anyone promising a price before seeing your profile is guessing. We quote your real profile with multiple carriers and give you the number in writing.

A Mexican license (or any foreign license) is a driver's license: several carriers list you as a driver with it and some count your years of experience, which helps your rate. A matrícula consular is an ID, not a license: it lets you buy the policy and register the car in your name, but it does not make you a listed driver. The most common combination we see is matrícula (identity) + Mexican license (experience) + ITIN (tax identifier). Dedicated guide: car insurance with a matrícula consular in California.
When a search engine or a chatbot answers this question, it cites these sections. Here they are in one table, with what each means for you:
| Statute | What it says, in short | Why it matters to you |
|---|---|---|
| CVC §16020 | Every vehicle registered in California must carry financial responsibility (liability insurance or another accepted proof). | The duty sits on the car and its owner — which is why you can, and must, insure your car even if you do not drive it. |
| CVC §12500(a) | Driving on a public road without a valid license is an infraction or misdemeanor; public legal sources report first-offense fines of $300 to $1,000. | Insurance protects the car and third parties; it does not give you permission to drive. |
| CVC §12801.9 (AB 60) | The DMV must issue a license to anyone who proves identity and California residency and passes the knowledge and driving tests, regardless of federal status. | Your path to a California license; more than 1 million issued since 2015 (California DMV). |
| Ins. Code §1861.02 / §1861.025 | Rates are built from driving record, annual miles and years of experience; the Good Driver Discount requires 3 years licensed. | Your status and your type of ID are not rating factors. |
| CVC §16056 (SB 1107) → 30/60/15 | Liability minimums in force since January 1, 2025. | Any policy you buy today must meet these limits as the floor. |

Definition: the AB 60 license (CVC §12801.9) is the California driver's license the DMV issues to anyone who proves identity and California residency and passes the knowledge and driving tests, regardless of federal status. For insurance it works like any California license: no carrier may refuse you or charge you more because your license is an AB 60 license (CVC §12801.9; CDI Notice AB60), and by itself it does not raise the rate. More than 1 million have been issued since 2015 according to the California DMV. How it helps over time:
Definition: the CLCA (California Low Cost Automobile Insurance Program) is the state's low-cost basic liability program for households earning up to 250% of the federal poverty level (see mylowcostauto.com for the current table). Its limits are 10/20/3 — below the 30/60/15 minimum — and it is open to AB 60 licensees; the California Department of Insurance's Notice AB60 requires agents to tell you about it. It can be done. An SR-22 is neither a policy nor a license: it is a form the carrier files electronically with the DMV certifying that you hold active liability coverage. The DMV asks for it precisely from people who do not hold a valid license at that moment (suspended after a DUI, for driving uninsured, for an at-fault accident without coverage). If you have no car, a non-owner SR-22 exists. The requirement normally runs three years; if the policy lapses, the carrier notifies the DMV and the clock restarts. Details on our California SR-22 page and in how long you need an SR-22 in California.
Keep what insurance does separate from what the law does. Insurance responds according to the policy terms: if the listed licensed driver causes the crash, liability pays the other party's damages and, with full coverage, your car. If an excluded or unlisted person was driving, the carrier can deny the claim — which is why nobody ever drives a car on which they are excluded. The law is a different matter: driving without a license is an infraction or misdemeanor under CVC §12500(a) with reported first-offense fines of $300 to $1,000, and the car can be impounded; the 30-day impound under CVC §14602.6 can apply to driving on a suspended or revoked license or without ever having been licensed. After a crash, in order: (1) help the injured and call 911 if anyone is hurt; (2) exchange name, insurance and plates — never leave; (3) take photos; (4) call us at 209-670-1556 before you talk to the other driver's insurer. Your status is not a claims factor; for any immigration question, consult an immigration attorney. Full guide: immigrant rights and car insurance in California (Spanish).

Yes, with several carriers, as long as a licensed driver is listed as primary driver. Full coverage = liability + collision + comprehensive. If the car is financed, the lender requires it. If nobody licensed will drive, the option is a comprehensive-only policy for the parked car.
Not by itself. California rates on driving record, annual miles and years of experience (Ins. Code §1861.02; §1861.025), not on the type of ID. What can cost more is having no US driving history yet — the Good Driver Discount requires 3 years licensed. Across 7,116 quoted terms in the last 12 months (as of September 2026) the average was $766 and the median $558 per six-month term, all profiles.
Yes. The matrícula consular serves as ID to buy the policy and register the car; the Mexican license serves as a driver's license and proof of experience with several carriers. Together they are the most common combination we build, often with the ITIN as the tax identifier.
No. An AB 60 license (CVC §12801.9) works for insurance like any California license: no carrier may refuse you or charge you more because your license is an AB 60 license (CVC §12801.9; CDI Notice AB60), it is not a rating factor, and it makes you eligible for the California Low Cost Auto program (CDI Notice AB60). At 3 years licensed you qualify for the Good Driver Discount.
Yes. An SR-22 is a form the carrier files with the DMV, not a license; the DMV asks for it precisely from people without a valid license at that moment. If you have no car, a non-owner SR-22 exists. Filing is electronic and normally same-day.
