Does Using an ITIN Make Your Car Insurance More Expensive?

No. Using an ITIN instead of a Social Security number does not raise your car insurance price in California. The ITIN is an identifier, not a rating factor, and state law requires carriers to price private passenger auto insurance on your driving record, the miles you drive, and your years of driving experience before anything else. Credit history cannot be used at all here. If a first quote came back higher than you expected, the reason is almost always thin US insurance history, not the ITIN. The Direct Answer: No, the ITIN Is Not a Rating Factor

An ITIN is a tax identification number. Insurance companies use it to identify you on the application, the same way they use a Social Security number, and it does not sit anywhere in the rating formula. Two drivers with the same record, the same vehicle, the same annual mileage, and the same ZIP code should be quoted the same price whether one presents an SSN and the other an ITIN.

That is not a company policy; it is how California prices auto insurance. Proposition 103 rewrote the rules in 1988, and Insurance Code §1861.02 requires that private passenger auto rates be determined by the insured driving safety record, the number of miles driven annually, and the number of years of driving experience, in that order of importance, before any optional factor is applied. Immigration status appears nowhere in that statute, and neither does credit.

ITIN vs SSN: What Changes and What Does Not

Practically nothing about the policy changes. The paperwork path is slightly different at the front desk; the coverage, the price mechanics, and the claim rights are identical.

The one honest difference is the last row. Not every carrier accepts an ITIN application, so the shelf you are shopping from is a little shorter. That is an availability question, not a price penalty, and it is exactly the gap a broker exists to close.

The Factors That Actually Move Your Price

Five things do most of the work: your driving record, how many years you have been licensed, the vehicle itself, the coverage level you pick, and the ZIP code where the car is parked at night. Everything else is secondary.

Across our three California offices we quoted 7,116 six-month terms, and the average landed at $766 with a median of $558. That spread exists inside a single customer base with a single set of carriers. It is driven by the six items above, and your own number can land above or below either figure depending on your profile.

Why Some ITIN Drivers See a Higher First Quote

Because the file is new, not because the ITIN is on it. Two things drive it. First, no prior US insurance history means no continuous-coverage recognition, and carriers reward documented uninterrupted coverage. Second, some companies treat a recently issued license, foreign or domestic, as fewer years of driving experience until a US record exists.

The first six months of a clean, continuous policy does more for your rate than anything else you control.

Both factors improve on their own. At renewal you have documented coverage history and additional licensed months on record, and that is when the number typically moves. Across our three California offices, book rates were down 8.8% year over year, and customers who stayed continuously covered saw the benefit of that movement first. Cancelling and restarting resets the clock; staying insured is what compounds.

Myths Worth Ignoring

Myth: you have to pay more because you are not a citizen

Citizenship is not on the application as a rating input, and California statute does not permit it as one. What is on the application is your record.

Myth: no US credit means a higher premium

Not in California. Credit history is prohibited as a rating factor for private passenger auto here, which removes the disadvantage ITIN drivers face in many other states.

Myth: state-minimum liability is the smart way to save

It is the smallest line item and the most expensive mistake. California minimum limits are low relative to real repair and medical costs, and the difference between minimum and a moderate step up is often smaller than people assume. Ask for both numbers before deciding.

Frequently Asked Questions

Does an ITIN make car insurance more expensive in California?

No. The ITIN is not a rating factor. State law makes driving record, annual miles, and years of experience the primary factors, and credit history cannot be used at all for private passenger auto here.

Why was my first quote with an ITIN higher than my coworker quote?

Almost always prior insurance history. A driver new to US coverage has no continuous-coverage recognition yet, and a recently issued license reads as less documented experience. Both improve with time on a clean policy.

Is my credit score used to price car insurance in California?

No. California prohibits credit history as a rating factor for private passenger auto insurance, so a thin or nonexistent US credit file does not affect your premium.

Do I pay more if I use a foreign license instead of a California license?

The license type is not a penalty, but documented years of driving experience is a factor. An AB 60 California license is rated like any other California license.
