Car Insurance With a Matrícula Consular in California

There is a lot of confusion and fear about this topic. Many people believe you cannot get car insurance without a Social Security number. Others fear that the carrier will report their information to immigration. Neither is true.
In California, the law is clear: insurance carriers cannot deny you coverage based on your immigration status. And your Matrícula Consular is a valid form of identification for obtaining a policy.
The law that protects you: Insurance Code 11580.1b
California Insurance Code section 11580.1b establishes that insurers cannot use immigration status as a reason to deny, cancel, or charge more for an auto insurance policy. This means:
- They cannot reject you for not having a Social Security number
- They cannot reject you for having a Matrícula Consular instead of a U.S. passport
- They cannot charge you more based on your type of identification
- They cannot demand immigration documents as a condition of insuring you
