Personalized and Special Interest Plates in California: REG 17

A California personalized plate is a registration number the owner requests, instead of the sequential number the department would assign. Environmental license plates are the original personalized series. Special interest plates add a cause, a logo, or a recognition design, and many of those series can also carry a requested configuration. Vehicle Code §5101 lets the registered owner or lessee of a passenger vehicle, commercial vehicle, motorcycle, trailer, or semitrailer apply for environmental plates in the manner section 5105 prescribes. The plate is issued by the DMV. Via Rapida Services prepares the paperwork at a licensed registration counter. It does not reserve the configuration, manufacture the plate, or promise that the department will accept the choice.

Check availability before the form is signed

The DMV order page says to skip the line and order special interest plates online, and that plate orders take additional time. It tells the applicant to have the registration card ready. Plates are mailed to the address on the department’s file. A mailing-address change is a Notice of Change of Address (DMV 14), and the page says to allow 72 hours for that address to update before the order. The REG 17 form tells the applicant to check configuration availability at dmv.ca.gov. Handbook 21.185 says that if a mailed or dealer-bundle application arrives and none of the choices are available, the original REG 17 comes back with a blank form so the applicant can try again. The department makes that call. A registration service cannot hold a configuration the file does not show as open.

Original order online, and REG 17 for everything after

The order page draws a hard line: online ordering is for original requests only. A gift, a renewal, a retention, a replacement, a conversion, or a transfer is completed on the Special Interest License Plates Application (REG 17). Handbook 21.185 says that before a reservation can be processed, the REG 17 must be in the same name as the reservation. The license plate owner and the vehicle owner of record must be the same. The form must show the type of vehicle the plates will be assigned to. If the specific vehicle is not known yet, the form shows the field office or auto-club location where the plates will be exchanged. The reserved choice on the REG 17 is circled, and the configuration has to be keyed the way it was reserved.

The vehicle those plates will sit on still needs a current registration record. A title that is changing hands at the same time follows title transfer. A duplicate California title, when the original is lost, is REG 227. A motorcycle that is being registered and plated together starts on the motorcycle registration page. Ordinary sequential plates that were lost or stolen, with no special configuration, are a different form, covered in lost or stolen plates.

How the characters have to be written

Handbook 21.185 is specific about the boxes on REG 17. The number zero cannot be used; only the letter O is acceptable. The number one is shown as 1, and the letter I is shown as I. The letter I cannot stand in for the number 1, and the letter Q cannot stand in for the letter O. An asterisk marks a full space. A slash marks a half space. The meaning of the configuration has to be explained. If the number 69 is used, the application includes the make and the current plate or the VIN of a 1969 vehicle the plates will be assigned to, so the department can verify it. The plate owner reviews the spaces and characters after they are keyed.

The REG 17 form itself prints the character counts. Most special interest series allow 2 to 6 characters, and motorcycle plates in those series allow 2 to 5. Environmental license plates, the basic personalized plate, allow 2 to 7 characters. Section 5102 says an environmental plate is any combination of numbers or letters, not fewer than two positions and not more than seven, if it does not conflict with an existing series or with section 4851. The form notes that motorcycle environmental plates and California 1960s Legacy plates are the motorcycle exception that still allows 2 to 7. Handbook 21.100 says environmental plates may be issued to automobiles, commercial vehicles, motorcycles, and trailers, and that they are available only as a personalized configuration in that two-to-seven range. Read the current REG 17 before counting boxes. The form, not this page, is the checklist the department uses.

What the department can refuse

Section 5105(a) says there shall be no duplication of registration numbers, and the department may refuse any combination of letters or numbers that may carry connotations offensive to good taste and decency, or that would be misleading, or that would duplicate plates provided for in the special-plate article that starts at section 5000. That refusal is the department’s. A registration service does not clear a configuration in advance and does not appeal it by rewriting the same letters.

The plates belong to the owner, not the vehicle

REG 17 states that special interest license plates belong to the license plate owner, not the vehicle. When the vehicle is sold, the owner may remove the plates and reassign them to another vehicle immediately, retain them for future use on another vehicle, or surrender them to the department. The form says the owner may be subject to an annual retention fee if the plates are not placed on another vehicle immediately. The dollar amount is not printed here. Use the DMV registration fees page and the fee list the REG 17 form points to. Handbook 21.100 says an environmental-plate transfer of ownership leaves the plates with the owner, and the vehicle transfer is processed as usual. Reassignment, retention, and release of interest are section 4 of REG 17, not a new online original order.

A gift is narrower. Handbook 21.185, citing Vehicle Code §5110, says that to reserve special plates as a gift, the intended recipient must be the registered owner of the vehicle the plates will be assigned to, and that name must be on the REG 17. The plate is not keyed in the buyer’s name and handed over later as a surprise if the recipient is not already the owner of record.

Replacement, and the configuration that cannot come back

REG 17 has a replacement section for plates that were lost, mutilated, or stolen, and it asks whether one plate or two plates are being replaced. The form states that if both plates were lost or stolen, the same configuration cannot be reissued on any plate type. A single missing plate on a two-plate car is not that rule. A motorcycle, which Vehicle Code §4850 issues as one plate, is reported as one plate. Replacing an ordinary sequential plate, with no special message, stays on the lost or stolen plates page. While a replacement or a new issue is in process, a temporary operating permit is a separate DMV document, explained in temporary operating permit. The DMV order page says plate orders take additional time. This page does not turn that sentence into a delivery date.

Fees, without the amounts

Section 5101 conditions the environmental-plate application on the fee prescribed in section 5106 and the fees in sections 5022 to 5024. Sequential special interest plates, personalized messages, renewal, retention, replacement, and transfer each have department fees. None of those dollar amounts are printed here. The order page says to be prepared to pay for the plate, and it says to check processing times. Via Rapida does not quote a DMV fee and does not collect one as if it were the department.

Who prepares the papers

Via Rapida Services prepares the paperwork at Stockton, San Jose, and San Rafael. It is a licensed registration service, not the DMV and not affiliated with the DMV. The department accepts or rejects the configuration and mails the plates to the address on its file. San Jose, at 25 N 14th St #125, is open Monday–Friday 10am–6pm and Saturday 10am–3pm. Questions

Where do I check whether a California plate configuration is available?

Original orders start on the DMV order page, with the registration card in hand. REG 17 points the availability check to dmv.ca.gov. If none of the mailed choices are open, handbook 21.185 says the form comes back. The department decides. A counter does not promise the letters.

When is REG 17 used instead of the online order?

Online ordering is for an original request. A gift, renewal, retention, replacement, conversion, or transfer is REG 17. The plate owner and the vehicle owner of record have to be the same person.

Do personalized plates stay with the car when it is sold?

No. REG 17 says the plates belong to the plate owner. They can be reassigned immediately to another vehicle, retained for later, or surrendered. Holding them off a vehicle can trigger a retention fee. The amount is on the DMV fee pages.

Does Via Rapida issue the personalized plate or set the fee?

No. The DMV issues the plate and publishes the fees. Section 5105 lets the department refuse an offensive, misleading, or duplicate configuration. Via Rapida prepares paperwork and is not the DMV.
