Reactivation will not go through without active liability insurance (VC §16028). How the estimate is built
Every line comes from the DMV's published registration fee schedule. A clean reactivation (PNO filed before the registration expired and renewed each year) pays the current year's fees only. A lapsed non-op is treated by the DMV as an unregistered vehicle: back fees for each year plus the penalty tier that matches how long the lapse ran.

The low end of the range is the sum of the fixed fees with the low county and smog figures; the high end adds the high figures and 10%. Lapsed cases multiply the annual fees by the number of lapsed years, and apply the penalty tier's license-fee percentage to each lapsed year plus the flat registration and CHP penalties once, which approximates how the DMV bills them.

The order that saves you a second trip
- Insurance first. The DMV's system checks for active coverage electronically and rejects the reactivation without it. We bind the policy and file the registration in the same visit.
- Smog before the DMV paperwork if the car needs it; the certificate is reported electronically and must be on file.
- Bring the renewal notice or plate number, photo ID and payment. If the car was cited while on PNO, bring the ticket; the proof of correction comes from the reactivated registration.
- Ask for the exact total before paying. We read the DMV record and quote the figure; in multi-year lapses the path is sometimes staged.
