The California Assigned Risk Plan is required by state law.

CAARP (California Automobile Assigned Risk Plan) distributes high-risk drivers among all licensed insurers — meaning one of them is legally required to cover you. It's not charity. It's real insurance at higher-than-standard rates, and it's your right as a California resident.
