Taking a job in California, signing a lease or buying a home, enrolling your kids in a California school, or claiming a resident tax exemption can each start the clock. Blow past the deadline and you can owe penalties on top of the normal fees, and an out-of-state plate on a car that clearly lives here is an easy stop for any patrol officer.

California wants a physical inspection of the vehicle identification number on most vehicles coming in from out of state — a real person looks at the VIN plate on the car and confirms it matches the title. It's recorded on a Verification of Vehicle form. Authorized verifiers include certain state personnel and licensed private VIN verifiers.
This is the step that surprises most newcomers, because almost no other state requires it. It's also the step that turns a "quick errand" into three separate trips if you do it in the wrong order. A registration service coordinates the verification as part of the same transaction, so the inspection, the paperwork, and the payment happen in one flow instead of three.
Most gasoline-powered vehicles coming in from another state need a smog inspection before their first California registration, even if your old state never required one.
