A California vehicle registration renewal notice is the billing notice the DMV must mail to the registered owner at least 60 days before fees are due, under Vehicle Code §1661. It is not the registration card and it is not the year sticker. If the notice never arrived, or you lost it, you can still renew. DMV handbook 10.140 says online renewal works without that notice, using the plate and the last five digits of the VIN, and mail renewal works without the notice too. The amount due is printed on the notice. Without the paper, use the DMV fee calculator. Via Rapida Services helps with the paperwork in Stockton, San Jose, and San Rafael. Bring the notice, or just the plate
A licensed agent can look at the insurance on the vehicle and help prepare the renewal papers. No broker fees on standard policies (Stockton & San Jose offices).
The Stockton counter is at 956 W Robinhood Dr, Stockton, CA 95207, Monday through Friday, 10am to 6pm. San Jose is at 25 N 14th St #125, Monday through Saturday, 10am to 6pm. San Rafael is at 9 Vivian St, Monday through Friday, 10am to 6pm, and Saturday 10am to 3pm. Call (209) 670-1556. A lost year sticker is a different form: replace a lost or stolen registration sticker. Drivers renewing from Concord can start with the Concord renewal options and come back here for the notice itself.
Vehicle Code §1661(a) tells the department to notify the registered owner of the date registration renewal fees are due, at least 60 days before that date, and to note in its records that the required notice was mailed. DMV handbook 10.135 adds that, before the notices are printed, address changes received from the United States Postal Service are compared with the DMV database so the notice goes to the latest address on file. The public Registration Fees page calls the same mailing a billing notice and says it should arrive about 60 days before the registration expires. If you moved, the DMV only mails to the address it has, so file a DMV change of address within 10 days.
Keep three papers apart. The renewal notice is the bill. The registration card is the credential that belongs with the vehicle. The sticker, the tab on the plate, is evidence that the current year was paid. Losing the bill does not by itself cancel the card you already have, and it does not print a new sticker. Handbook 10.140 says a phone renewal through the automated line at 1-800-777-0133 is for an owner who received a notice that shows the current address and includes a renewal identification number, the RIN. Online renewal and mail renewal do not require that number.
The DMV online renewal page also says parking citations can still appear on the notice. If they do, that page says to finish the renewal by mail or at a DMV location, not to ignore the line. A final notice of delinquent registration, which is a later mailing than the first bill, must include information about possible removal and impoundment under §22651(o), according to §1661(b).
Handbook 10.095 is the section DMV staff use when an owner says the notice did not arrive. The record is checked for a condition that would stop a notice from being generated. Three situations come up over and over at our counters.
The online renewal page says to change an address at least three days before renewing, and its address answer says to wait three business days after an online change so the new card is mailed to the updated address. File the address first. Then renew.
Handbook 10.140 draws a clean line. Online renewal at dmv.ca.gov is available to an owner who has received a notice showing the current address and to an owner who has not. Mail renewal is available in both cases. The phone line is the one that wants the paper, because it wants the RIN.
For online renewal, the DMV renewal page asks for the license plate, the last five digits of the VIN, and a payment method. The same page says online renewal also depends on insurance for the vehicle, unless the vehicle does not need insurance, and on electronic smog information already on file. It says a renewal can be paid and still not finish if the smog certification is missing. It also says online renewal works only when the insurance company reports to the DMV electronically. Cash is not an online payment; the page says cash is accepted at DMV kiosks in select offices and stores. A self-service terminal uses the same requirements as online renewal, per handbook 10.140.
Mail works without the notice. Handbook 10.140 says an owner who does not have a notice may still mail the fees, figured by the online fee calculator, quoted by a DMV call-center employee, headquarters, or a field office, or estimated from the previous registration card, together with that previous card or a note that carries the registered owner’s information. The renewal page gives the mail address as DMV Renewal, PO Box 942897, Sacramento, CA 94269-0001. The same page says to allow processing time and not to stop payment on a check that has not cleared yet.
The expiration clock does not wait for the envelope. Vehicle Code §4601(a) says registration expires at midnight on the expiration date and is to be renewed before the registration year expires. Handbook 10.140 cites §§4601 and 9552 for the rule that the registration is renewed, or a planned nonoperation certification is filed, on or before the expiration date to avoid a late penalty. The month and year on the plate sticker are not a substitute for the day printed on the card.
The notice is where the DMV prints the total for that specific vehicle. County fees, the vehicle license fee, and the transportation improvement fee move with the car and the county, so this page does not add the pieces into one statewide bill. If the notice is missing, the Registration Fees page says to contact DMV Customer Service or use the fee calculator. The figures below are the schedule lines we checked on 5 October 2026. They are not a quote for a particular plate.

Vehicle Code §9250(b) still prints a registration fee of $53 for a renewal whose period expires on or after 1 April 2017, and §9250.1 adds $3. VIN 2026-07 cites Vehicle Code §§1678 and 1685 for the later index adjustment. The dollar on the notice is the indexed amount the DMV is collecting, not the older figure sitting in the code text. Because the industry bulletin and the public fees page disagree on whether today’s registration line is $73 or $76, we will not pick one and call it the bill.
Vehicle Code §9554 sets the late assessments that sit on top of those fees. For the registration fee in §9250, the penalty is $10 for a delinquency of 10 days or less, $15 for more than 10 days through 30 days, $30 through one year, $50 through two years, and $100 after two years. Subdivision (e) uses those same dollar steps for the fees in §§9250.8 and 9250.13. The vehicle license fee, and the weight fee when the vehicle pays one, is assessed as a percentage of the fee due: 10 percent, 20 percent, 60 percent, 80 percent, and 160 percent on those same clocks. A short waiver in §9554(a)(2) became inoperative on 1 January 2012. The Registration Fees page says the DMV does not offer a grace period.
A missing notice can move the delinquency date, and only in the way handbook 10.135 describes. When an owner is not notified at least 60 days before the expiration date, renewal or planned nonoperation fees become delinquent 67 days after the notification date indicated on the vehicle record. The handbook says the extra seven days allow for mailing time. That date lives on the record. It is not something a driver can invent from an empty mailbox. If a late fee was already paid and the notice never arrived, the DMV payments and refunds page says the refund request is a signed Application for Refund (ADM 399) plus a signed Statement of Facts (REG 256) stating the notice was not received. Via Rapida Services prepares registration paperwork at the three counters above. Bring the renewal notice if it is in the house. If it is not, bring the plate number, a photo ID, and proof of insurance. We read the state fees from the notice or from the DMV calculator path in handbook 10.140, and we state our own service fee before anything is submitted. The service fee is separate from the state lines in the table. We do not set the state lines, and we do not waive them.
We are not the California DMV. A clean record can be submitted. An open item can stop the sticker: smog not on file, insurance the DMV cannot see, or parking citations the renewal page says must be paid or settled before an online renewal. When the block is an insurance report, the next page to read is registration suspended after an insurance lapse. We can look for a liability policy. A carrier decides whether to offer one. We do not promise an approval, a cleared hold, a sticker, or a refund.
If the car will sit and will not be driven, towed, or parked on a public road, planned nonoperation is the filing under §4604, not a renewal. The statewide explanation is on our PNO page.
